中(zhong)小(xiao)企(qi)(qi)業(ye)是國(guo)(guo)民(min)經(jing)濟和社會(hui)發展(zhan)的生(sheng)力軍(jun),是擴大就業(ye)、改(gai)善民(min)生(sheng)、促(cu)進創(chuang)(chuang)業(ye)創(chuang)(chuang)新的重(zhong)要力量,在穩增長(chang)、促(cu)改(gai)革、調結構、惠民(min)生(sheng)、防風險中(zhong)發揮著重(zhong)要作用。黨中(zhong)央、國(guo)(guo)務院(yuan)高度(du)重(zhong)視中(zhong)小(xiao)企(qi)(qi)業(ye)發展(zhan),在財稅金(jin)融、營商環境、公(gong)共服務等方面(mian)出(chu)臺一系(xi)列政策措施,取得積極成效(xiao)。同(tong)時,隨(sui)著國(guo)(guo)際國(guo)(guo)內市場環境變化(hua),中(zhong)小(xiao)企(qi)(qi)業(ye)面(mian)臨的生(sheng)產成本(ben)上(shang)升、融資難融資貴(gui)、創(chuang)(chuang)新發展(zhan)能力不足等問題日益(yi)突出(chu),必須(xu)引起高度(du)重(zhong)視。為促(cu)進中(zhong)小(xiao)企(qi)(qi)業(ye)健(jian)康發展(zhan),現提(ti)出(chu)如下意見(jian)。

一、指導思想

以習近平新時代中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)國特色社(she)會主(zhu)(zhu)義思想為指(zhi)導,全(quan)面貫徹黨的十(shi)九(jiu)大和(he)十(shi)九(jiu)屆二中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)全(quan)會精神(shen),堅(jian)(jian)持和(he)完(wan)善我(wo)國社(she)會主(zhu)(zhu)義基(ji)本經濟制(zhi)度,堅(jian)(jian)持“兩(liang)個毫不動搖”,堅(jian)(jian)持穩(wen)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)求進(jin)(jin)工作(zuo)總基(ji)調,堅(jian)(jian)持新發(fa)(fa)展(zhan)(zhan)理念,以供(gong)給側結構性(xing)改革(ge)為主(zhu)(zhu)線(xian),以提(ti)高發(fa)(fa)展(zhan)(zhan)質量和(he)效益為中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)心,按照競爭中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)性(xing)原則(ze),打造公平便捷營商環境,進(jin)(jin)一步激(ji)發(fa)(fa)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)活力和(he)發(fa)(fa)展(zhan)(zhan)動力。認真實施(shi)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)促(cu)進(jin)(jin)法(fa),紓解中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)困難,穩(wen)定和(he)增強企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信心及預(yu)期,加大創新支持力度,提(ti)升中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)專業(ye)(ye)(ye)(ye)化(hua)發(fa)(fa)展(zhan)(zhan)能力和(he)大中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)融通發(fa)(fa)展(zhan)(zhan)水平,促(cu)進(jin)(jin)中(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)健康發(fa)(fa)展(zhan)(zhan)。

二、營(ying)造(zao)良好發展環境

(一)進(jin)(jin)一步放(fang)寬市(shi)場(chang)(chang)準入。堅決破除各種不合(he)理(li)門檻和限制,在市(shi)場(chang)(chang)準入、審批許可、招(zhao)標(biao)投標(biao)、軍(jun)民融合(he)發展等方面打造公平(ping)競爭(zheng)環境(jing),提供充足市(shi)場(chang)(chang)空(kong)間。不斷(duan)縮減(jian)市(shi)場(chang)(chang)準入負面清單事(shi)項,推進(jin)(jin)“非(fei)禁即入”普遍(bian)落(luo)實(shi),最大程度實(shi)現準入便利化。

(二)主動服務(wu)中小企(qi)業(ye)(ye)。進一(yi)(yi)步深化(hua)對(dui)中小企(qi)業(ye)(ye)的(de)(de)“放管(guan)服”改(gai)革(ge)。繼續推進商事制度改(gai)革(ge),推動企(qi)業(ye)(ye)注(zhu)冊登記(ji)、注(zhu)銷更加便利化(hua)。推進環(huan)評制度改(gai)革(ge),落實(shi)環(huan)境(jing)影響登記(ji)表(biao)備案制,將項目環(huan)評審批時(shi)限(xian)壓縮至法(fa)定時(shi)限(xian)的(de)(de)一(yi)(yi)半。落實(shi)好公(gong)平競爭審查制度,營造(zao)公(gong)平、開(kai)放、透明(ming)的(de)(de)市場環(huan)境(jing),清理廢除妨(fang)礙統一(yi)(yi)市場和(he)公(gong)平競爭的(de)(de)各種規定和(he)做法(fa)。主動服務(wu)企(qi)業(ye)(ye),對(dui)企(qi)業(ye)(ye)發展(zhan)中遇到的(de)(de)困(kun)難,要“一(yi)(yi)企(qi)一(yi)(yi)策”給予幫助。

(三)實行公平統(tong)一(yi)的(de)(de)市場監(jian)管制度(du)。創新監(jian)管方(fang)式,寓監(jian)管于服務之中(zhong)。避免在安監(jian)、環(huan)保等領域微觀(guan)執法(fa)和金(jin)融機構去杠桿中(zhong)對(dui)中(zhong)小企(qi)(qi)(qi)業(ye)采(cai)取簡單(dan)粗暴的(de)(de)處置措(cuo)施(shi)。深入推進反(fan)壟斷、反(fan)不(bu)正當競爭執法(fa),保障中(zhong)小企(qi)(qi)(qi)業(ye)公平參與市場競爭。堅決保護企(qi)(qi)(qi)業(ye)及(ji)其出(chu)資人的(de)(de)財(cai)產(chan)權和其他(ta)合法(fa)權益,任(ren)何單(dan)位和個人不(bu)得侵犯中(zhong)小企(qi)(qi)(qi)業(ye)財(cai)產(chan)及(ji)其合法(fa)收益。嚴格禁止各種刁難限制中(zhong)小企(qi)(qi)(qi)業(ye)發展的(de)(de)行為,對(dui)違反(fan)規定的(de)(de)問(wen)責追責。

三、破解融資難融資貴問題

(一)完善中小企(qi)(qi)業(ye)融(rong)資政策。進一步落(luo)實普惠(hui)金融(rong)定向降(jiang)準政策。加大再貼現(xian)對小微企(qi)(qi)業(ye)支(zhi)持(chi)力度(du),重(zhong)點(dian)支(zhi)持(chi)小微企(qi)(qi)業(ye)500萬元及以(yi)(yi)下(xia)小額票據貼現(xian)。將支(zhi)小再貸(dai)款(kuan)政策適用(yong)范(fan)(fan)圍擴(kuo)大到符合條件(jian)的中小銀(yin)(yin)行(xing)(含新型互(hu)聯網銀(yin)(yin)行(xing))。將單戶授信(xin)1000萬元及以(yi)(yi)下(xia)的小微企(qi)(qi)業(ye)貸(dai)款(kuan)納入中期借貸(dai)便利(li)的合格擔保品范(fan)(fan)圍。

(二)積極拓寬融(rong)(rong)(rong)資(zi)(zi)渠道。進一(yi)步(bu)完(wan)(wan)善債券(quan)(quan)發(fa)(fa)行(xing)機制(zhi)(zhi),實施(shi)民營企(qi)(qi)業(ye)債券(quan)(quan)融(rong)(rong)(rong)資(zi)(zi)支持(chi)工(gong)具,采取出售信(xin)用(yong)風險緩釋憑證、提供(gong)信(xin)用(yong)增進服務(wu)等(deng)多種方式,支持(chi)經(jing)(jing)營正常、面臨(lin)暫時流動性(xing)緊張(zhang)的(de)民營企(qi)(qi)業(ye)合理(li)債券(quan)(quan)融(rong)(rong)(rong)資(zi)(zi)需求。探索實施(shi)民營企(qi)(qi)業(ye)股權(quan)融(rong)(rong)(rong)資(zi)(zi)支持(chi)工(gong)具,鼓勵(li)設立市場化運作(zuo)的(de)專(zhuan)(zhuan)項(xiang)基金開展民營企(qi)(qi)業(ye)兼并收購或財務(wu)投資(zi)(zi)。大(da)力發(fa)(fa)展高收益債券(quan)(quan)、私募債、雙創專(zhuan)(zhuan)項(xiang)債務(wu)融(rong)(rong)(rong)資(zi)(zi)工(gong)具、創業(ye)投資(zi)(zi)基金類(lei)債券(quan)(quan)、創新創業(ye)企(qi)(qi)業(ye)專(zhuan)(zhuan)項(xiang)債券(quan)(quan)等(deng)產(chan)品。研究(jiu)促進中(zhong)小(xiao)企(qi)(qi)業(ye)依托(tuo)應(ying)收賬(zhang)款(kuan)(kuan)、供(gong)應(ying)鏈金融(rong)(rong)(rong)、特許經(jing)(jing)營權(quan)等(deng)進行(xing)融(rong)(rong)(rong)資(zi)(zi)。完(wan)(wan)善知識產(chan)權(quan)質押(ya)融(rong)(rong)(rong)資(zi)(zi)風險分擔(dan)補償機制(zhi)(zhi),發(fa)(fa)揮知識產(chan)權(quan)增信(xin)增貸作(zuo)用(yong)。引導金融(rong)(rong)(rong)機構(gou)對小(xiao)微企(qi)(qi)業(ye)發(fa)(fa)放(fang)中(zhong)長期(qi)貸款(kuan)(kuan),開發(fa)(fa)續(xu)貸產(chan)品。

(三)支持(chi)(chi)利(li)用資(zi)本市場直接(jie)融資(zi)。加快中小企(qi)業(ye)(ye)首發上(shang)市進度(du),為主(zhu)業(ye)(ye)突出、規范(fan)運(yun)作的(de)中小企(qi)業(ye)(ye)上(shang)市提供便(bian)利(li)。深化(hua)發行、交易、信(xin)息披露等(deng)改(gai)革,支持(chi)(chi)中小企(qi)業(ye)(ye)在新(xin)(xin)三板掛牌融資(zi)。推進創新(xin)(xin)創業(ye)(ye)公(gong)司債券試點,完善(shan)創新(xin)(xin)創業(ye)(ye)可(ke)轉(zhuan)債轉(zhuan)股(gu)(gu)機(ji)制。研究允許掛牌企(qi)業(ye)(ye)發行可(ke)轉(zhuan)換公(gong)司債。落(luo)實創業(ye)(ye)投資(zi)基金股(gu)(gu)份減(jian)持(chi)(chi)比例與投資(zi)期(qi)限(xian)的(de)反向(xiang)掛鉤制度(du),鼓(gu)勵(li)支持(chi)(chi)早期(qi)創新(xin)(xin)創業(ye)(ye)。鼓(gu)勵(li)地方知識(shi)產權(quan)運(yun)營(ying)基金等(deng)專(zhuan)業(ye)(ye)化(hua)基金服務中小企(qi)業(ye)(ye)創新(xin)(xin)發展。對存在股(gu)(gu)票(piao)質押(ya)風(feng)險(xian)的(de)企(qi)業(ye)(ye),要按照市場化(hua)、法治化(hua)原則研究制定(ding)相(xiang)關過渡性機(ji)制,根據企(qi)業(ye)(ye)具體情況采取防范(fan)化(hua)解風(feng)險(xian)措施。

(四)減(jian)輕企業融(rong)(rong)(rong)資(zi)負擔(dan)。鼓(gu)勵(li)金融(rong)(rong)(rong)機(ji)構擴大(da)出(chu)口(kou)(kou)信用(yong)(yong)保(bao)險(xian)保(bao)單融(rong)(rong)(rong)資(zi)和(he)出(chu)口(kou)(kou)退稅賬戶質(zhi)押(ya)融(rong)(rong)(rong)資(zi),滿足進出(chu)口(kou)(kou)企業金融(rong)(rong)(rong)服務需求。加(jia)快(kuai)發揮國家融(rong)(rong)(rong)資(zi)擔(dan)保(bao)基金作用(yong)(yong),引導擔(dan)保(bao)機(ji)構逐(zhu)步(bu)取消反(fan)擔(dan)保(bao),降低(di)擔(dan)保(bao)費(fei)率。清理(li)規范中小企業融(rong)(rong)(rong)資(zi)時強制要(yao)求辦理(li)的(de)(de)(de)擔(dan)保(bao)、保(bao)險(xian)、評估(gu)、公(gong)證等事項,減(jian)少(shao)融(rong)(rong)(rong)資(zi)過程中的(de)(de)(de)附加(jia)費(fei)用(yong)(yong),降低(di)融(rong)(rong)(rong)資(zi)成本;相(xiang)關(guan)費(fei)用(yong)(yong)無法減(jian)免(mian)的(de)(de)(de),由地方財政根據(ju)實際(ji)制定鼓(gu)勵(li)降低(di)取費(fei)標(biao)準的(de)(de)(de)獎補措施。

(五)建(jian)立分類監(jian)管考核機制(zhi)。研究放(fang)(fang)寬(kuan)小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)貸(dai)(dai)款享(xiang)受風險資(zi)本優惠權重的(de)單戶額度(du)(du)限制(zhi),進一步釋放(fang)(fang)商(shang)業(ye)(ye)(ye)銀行(xing)投放(fang)(fang)小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)貸(dai)(dai)款的(de)經濟資(zi)本。修訂金融(rong)企(qi)(qi)業(ye)(ye)(ye)績效評價辦法(fa),適當(dang)(dang)放(fang)(fang)寬(kuan)考核指標要求(qiu),激(ji)勵金融(rong)機構加大(da)對(dui)小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)的(de)信(xin)貸(dai)(dai)投入。指導(dao)銀行(xing)業(ye)(ye)(ye)金融(rong)機構夯實(shi)對(dui)小微(wei)(wei)(wei)業(ye)(ye)(ye)務(wu)的(de)內部(bu)激(ji)勵傳導(dao)機制(zhi),優化信(xin)貸(dai)(dai)資(zi)源(yuan)配置、完(wan)善績效考核方案、適當(dang)(dang)降低利潤考核指標權重,安(an)排(pai)專項(xiang)激(ji)勵費用;鼓勵對(dui)小微(wei)(wei)(wei)業(ye)(ye)(ye)務(wu)推行(xing)內部(bu)資(zi)金轉移價格優惠措(cuo)施(shi);細化小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)貸(dai)(dai)款不良容忍度(du)(du)管理,完(wan)善授信(xin)盡職免責(ze)規定,加大(da)對(dui)基層機構發放(fang)(fang)民營企(qi)(qi)業(ye)(ye)(ye)、小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)貸(dai)(dai)款的(de)激(ji)勵力度(du)(du),提高(gao)(gao)民營企(qi)(qi)業(ye)(ye)(ye)、小微(wei)(wei)(wei)企(qi)(qi)業(ye)(ye)(ye)信(xin)貸(dai)(dai)占比;提高(gao)(gao)信(xin)貸(dai)(dai)風險管控能力、落實(shi)規范(fan)服務(wu)收費政(zheng)策。

四、完善財稅支持政(zheng)策

(一(yi))改(gai)進財(cai)稅對小微(wei)企業(ye)融(rong)資(zi)的支(zhi)持(chi)。落實(shi)對小微(wei)企業(ye)融(rong)資(zi)擔保(bao)降(jiang)費獎補政策(ce)(ce),中央(yang)財(cai)政安(an)排獎補資(zi)金(jin)(jin)(jin),引導地(di)方(fang)支(zhi)持(chi)擴大實(shi)體(ti)經濟(ji)領域小微(wei)企業(ye)融(rong)資(zi)擔保(bao)業(ye)務(wu)規(gui)模(mo),降(jiang)低融(rong)資(zi)擔保(bao)成本。進一(yi)步降(jiang)低創業(ye)擔保(bao)貸(dai)款貼息(xi)的政策(ce)(ce)門檻(jian),中央(yang)財(cai)政安(an)排資(zi)金(jin)(jin)(jin)支(zhi)持(chi)地(di)方(fang)給(gei)予小微(wei)企業(ye)創業(ye)擔保(bao)貸(dai)款貼息(xi)及獎補,同(tong)時推進相關(guan)統計監測和分析工(gong)作。落實(shi)金(jin)(jin)(jin)融(rong)機(ji)構單戶授(shou)信1000萬(wan)元及以(yi)下小微(wei)企業(ye)和個(ge)體(ti)工(gong)商戶貸(dai)款利息(xi)收入(ru)免征增值稅政策(ce)(ce)、貸(dai)款損失準備金(jin)(jin)(jin)所得(de)稅稅前扣(kou)除(chu)政策(ce)(ce)。

(二)減(jian)輕中小(xiao)企(qi)(qi)業(ye)稅費負擔。清理規范涉(she)企(qi)(qi)收費,加(jia)快推進(jin)地(di)方(fang)涉(she)企(qi)(qi)行政事業(ye)性收費零收費。推進(jin)增值(zhi)稅等實(shi)(shi)質性減(jian)稅,對小(xiao)微企(qi)(qi)業(ye)、科技(ji)型初創(chuang)企(qi)(qi)業(ye)實(shi)(shi)施普惠(hui)性稅收減(jian)免。根據(ju)實(shi)(shi)際情況,降低社會保(bao)險費率,支持中小(xiao)企(qi)(qi)業(ye)吸納就業(ye)。

(三)完(wan)善政(zheng)府采(cai)購(gou)支持中(zhong)小(xiao)(xiao)企業的政(zheng)策。各級政(zheng)府要為中(zhong)小(xiao)(xiao)企業開展(zhan)(zhan)政(zheng)府采(cai)購(gou)項(xiang)下融(rong)資業務提供(gong)便利(li),依法及時公開政(zheng)府采(cai)購(gou)合同等(deng)信息。研究(jiu)修訂政(zheng)府采(cai)購(gou)促進(jin)中(zhong)小(xiao)(xiao)企業發展(zhan)(zhan)暫行(xing)辦法,采(cai)取預算(suan)預留(liu)、消除門檻、評(ping)審優惠等(deng)手段,落(luo)實政(zheng)府采(cai)購(gou)促進(jin)中(zhong)小(xiao)(xiao)企業發展(zhan)(zhan)政(zheng)策。在政(zheng)府采(cai)購(gou)活動中(zhong),向專精特新中(zhong)小(xiao)(xiao)企業傾斜(xie)。

(四)充(chong)分(fen)發(fa)揮各類基金的引導帶動作用。推動國家中小企業發(fa)展基金走市場化(hua)、公(gong)司化(hua)和職業經理人(ren)的制度建設(she)道路(lu),使其支(zhi)持種子(zi)期、初創期成長型(xing)(xing)中小企業發(fa)展,在促進(jin)中小企業轉型(xing)(xing)升級(ji)、實(shi)現高質量發(fa)展中發(fa)揮更大作用。大力推進(jin)國家級(ji)新(xin)興產(chan)業發(fa)展基金、軍(jun)民(min)(min)融合(he)產(chan)業投(tou)資基金的實(shi)施(shi)和運(yun)營(ying),支(zhi)持戰略性新(xin)興產(chan)業、軍(jun)民(min)(min)融合(he)產(chan)業領域優質企業融資。

五、提(ti)升創新(xin)發展能力

(一)完善創(chuang)(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)(chuang)業(ye)環境。加強中(zhong)(zhong)央(yang)財(cai)(cai)政(zheng)對(dui)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)技(ji)術創(chuang)(chuang)(chuang)(chuang)新(xin)的支(zhi)持(chi)(chi)。通(tong)過國家(jia)科(ke)技(ji)計(ji)劃加大(da)(da)對(dui)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)科(ke)技(ji)創(chuang)(chuang)(chuang)(chuang)新(xin)的支(zhi)持(chi)(chi)力度(du),調(diao)整完善科(ke)技(ji)計(ji)劃立(li)項、任務(wu)(wu)部署和(he)(he)組織(zhi)管理方式(shi),大(da)(da)幅度(du)提高(gao)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)承擔研(yan)發(fa)任務(wu)(wu)的比例(li)。鼓(gu)勵大(da)(da)型(xing)(xing)(xing)企(qi)業(ye)向中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)開(kai)放(fang)共享資源,圍繞(rao)創(chuang)(chuang)(chuang)(chuang)新(xin)鏈、產(chan)業(ye)鏈打造大(da)(da)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)協同發(fa)展的創(chuang)(chuang)(chuang)(chuang)新(xin)網(wang)絡。推(tui)(tui)動專(zhuan)(zhuan)業(ye)化眾創(chuang)(chuang)(chuang)(chuang)空間提升服務(wu)(wu)能(neng)力,實現對(dui)創(chuang)(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)(chuang)業(ye)的精(jing)準支(zhi)持(chi)(chi)。健全科(ke)技(ji)資源開(kai)放(fang)共享機制(zhi),鼓(gu)勵科(ke)研(yan)機構、高(gao)等學校搭建(jian)網(wang)絡管理平(ping)臺,建(jian)立(li)高(gao)效對(dui)接機制(zhi),推(tui)(tui)動大(da)(da)型(xing)(xing)(xing)科(ke)研(yan)儀器和(he)(he)實驗設施向中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)開(kai)放(fang)。鼓(gu)勵中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)參與共建(jian)國家(jia)重大(da)(da)科(ke)研(yan)基礎設施。中(zhong)(zhong)央(yang)財(cai)(cai)政(zheng)安排資金支(zhi)持(chi)(chi)一批國家(jia)級(ji)和(he)(he)省級(ji)開(kai)發(fa)區打造大(da)(da)中(zhong)(zhong)小(xiao)(xiao)企(qi)業(ye)融通(tong)型(xing)(xing)(xing)、專(zhuan)(zhuan)業(ye)資本集聚型(xing)(xing)(xing)、科(ke)技(ji)資源支(zhi)撐型(xing)(xing)(xing)、高(gao)端人才引領型(xing)(xing)(xing)等特色載體。

(二)切實保(bao)護知(zhi)識(shi)產(chan)(chan)權(quan)(quan)。運用互聯(lian)網(wang)、大(da)數據等手(shou)段(duan),通過(guo)源頭追溯、實時監測、在線識(shi)別等強化知(zhi)識(shi)產(chan)(chan)權(quan)(quan)保(bao)護,加(jia)快建立侵權(quan)(quan)懲罰性(xing)賠償制度,提高違(wei)法成本(ben),保(bao)護中(zhong)小(xiao)企業(ye)創新研發成果。組織實施(shi)中(zhong)小(xiao)企業(ye)知(zhi)識(shi)產(chan)(chan)權(quan)(quan)戰略(lve)推(tui)進工程,開展專利(li)導(dao)航,助(zhu)推(tui)中(zhong)小(xiao)企業(ye)技術研發布局,推(tui)廣知(zhi)識(shi)產(chan)(chan)權(quan)(quan)輔導(dao)、預警、代理、托管等服務。

(三(san))引導中(zhong)小(xiao)(xiao)企(qi)業(ye)(ye)(ye)專精(jing)特(te)新發(fa)(fa)(fa)展(zhan)。支(zhi)持推動中(zhong)小(xiao)(xiao)企(qi)業(ye)(ye)(ye)轉型(xing)升(sheng)級,聚焦主業(ye)(ye)(ye),增強核心競爭力,不斷提高發(fa)(fa)(fa)展(zhan)質量和(he)水平,走專精(jing)特(te)新發(fa)(fa)(fa)展(zhan)道路。研(yan)究制(zhi)定專精(jing)特(te)新評價體系,建立(li)動態企(qi)業(ye)(ye)(ye)庫。以專精(jing)特(te)新中(zhong)小(xiao)(xiao)企(qi)業(ye)(ye)(ye)為基礎,在核心基礎零部(bu)件(元(yuan)器件)、關鍵基礎材料、先進基礎工(gong)藝和(he)產業(ye)(ye)(ye)技(ji)術基礎等(deng)領域,培(pei)(pei)育(yu)一批(pi)主營業(ye)(ye)(ye)務突出、競爭力強、成長性好的專精(jing)特(te)新“小(xiao)(xiao)巨人”企(qi)業(ye)(ye)(ye)。實施大(da)中(zhong)小(xiao)(xiao)企(qi)業(ye)(ye)(ye)融通發(fa)(fa)(fa)展(zhan)專項(xiang)工(gong)程(cheng),打造(zao)一批(pi)融通發(fa)(fa)(fa)展(zhan)典型(xing)示(shi)范和(he)新模(mo)式。圍繞要(yao)素(su)匯集、能力開放(fang)、模(mo)式創新、區域合作等(deng)領域分別培(pei)(pei)育(yu)一批(pi)制(zhi)造(zao)業(ye)(ye)(ye)雙創平臺試點示(shi)范項(xiang)目,引領制(zhi)造(zao)業(ye)(ye)(ye)融通發(fa)(fa)(fa)展(zhan)邁上新臺階。

(四)為(wei)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)提供(gong)信息化服(fu)務。推(tui)進(jin)發展(zhan)“互聯網+中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)”,鼓勵(li)大型(xing)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)及專業(ye)(ye)(ye)(ye)(ye)(ye)服(fu)務機構(gou)建設面向中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)云制造(zao)(zao)平(ping)臺和(he)云服(fu)務平(ping)臺,發展(zhan)適(shi)合中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)智能制造(zao)(zao)需(xu)求的(de)產(chan)品(pin)、解決方(fang)案(an)和(he)工具包,完善(shan)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)智能制造(zao)(zao)支撐服(fu)務體系。推(tui)動(dong)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)(ye)務系統(tong)云化部(bu)署,引導有(you)基礎、有(you)條(tiao)件的(de)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)推(tui)進(jin)生產(chan)線智能化改(gai)造(zao)(zao),推(tui)動(dong)低成本(ben)、模塊化的(de)智能制造(zao)(zao)設備和(he)系統(tong)在中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)部(bu)署應用。大力(li)推(tui)動(dong)降低中(zhong)西(xi)部(bu)地(di)區中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)寬(kuan)帶專線接入資(zi)費水平(ping)。

六(liu)、改(gai)進服(fu)務保障工(gong)作

(一)完善公共(gong)服(fu)(fu)(fu)務(wu)體系。規范(fan)中(zhong)(zhong)(zhong)介(jie)機構行為(wei),提升會(hui)計、律師、資產評估、信(xin)息(xi)等各(ge)方面中(zhong)(zhong)(zhong)介(jie)服(fu)(fu)(fu)務(wu)質量(liang)水平(ping),優先為(wei)中(zhong)(zhong)(zhong)小企(qi)業提供優質高效(xiao)的(de)信(xin)息(xi)咨(zi)詢(xun)、創(chuang)業輔導、技術支持、投(tou)資融資、知識產權、財會(hui)稅(shui)務(wu)、法律咨(zi)詢(xun)等服(fu)(fu)(fu)務(wu)。加強(qiang)中(zhong)(zhong)(zhong)小企(qi)業公共(gong)服(fu)(fu)(fu)務(wu)示(shi)范(fan)平(ping)臺建(jian)設(she)和培(pei)育。搭建(jian)跨部(bu)門的(de)中(zhong)(zhong)(zhong)小企(qi)業政(zheng)策(ce)(ce)信(xin)息(xi)互聯網發(fa)布平(ping)臺,及時匯集涉及中(zhong)(zhong)(zhong)小企(qi)業的(de)法律法規、創(chuang)新創(chuang)業、財稅(shui)金融、權益保護等各(ge)類政(zheng)策(ce)(ce)和政(zheng)府(fu)服(fu)(fu)(fu)務(wu)信(xin)息(xi),實現中(zhong)(zhong)(zhong)小企(qi)業政(zheng)策(ce)(ce)信(xin)息(xi)一站(zhan)式服(fu)(fu)(fu)務(wu)。建(jian)立完善對中(zhong)(zhong)(zhong)小企(qi)業的(de)統計調(diao)查、監測(ce)分析和定期(qi)發(fa)布制度。

(二)推動信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)(gong)享。進(jin)一步完(wan)善小微企(qi)業(ye)(ye)名錄(lu)(lu),積極推進(jin)銀(yin)商(shang)合作(zuo)。依(yi)托國(guo)家(jia)企(qi)業(ye)(ye)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)公(gong)示系統(tong)和小微企(qi)業(ye)(ye)名錄(lu)(lu),建(jian)立完(wan)善小微企(qi)業(ye)(ye)數據庫。依(yi)托全(quan)國(guo)公(gong)共(gong)(gong)(gong)信(xin)(xin)(xin)用(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)共(gong)(gong)(gong)享平臺建(jian)設全(quan)國(guo)中小企(qi)業(ye)(ye)融資綜合信(xin)(xin)(xin)用(yong)(yong)服務平臺,開發“信(xin)(xin)(xin)易貸”,與商(shang)業(ye)(ye)銀(yin)行共(gong)(gong)(gong)享注冊登記、行政許可、行政處罰、“黑名單”以及納稅、社保、水電煤氣、倉儲(chu)物流等(deng)信(xin)(xin)(xin)息(xi)(xi),改善銀(yin)企(qi)信(xin)(xin)(xin)息(xi)(xi)不(bu)對(dui)稱,提高信(xin)(xin)(xin)用(yong)(yong)狀況良好中小企(qi)業(ye)(ye)的信(xin)(xin)(xin)用(yong)(yong)評分和貸款(kuan)可得性。

(三)重視培育(yu)企(qi)(qi)業(ye)家(jia)(jia)隊伍。繼續做(zuo)好(hao)中(zhong)小企(qi)(qi)業(ye)經營(ying)管(guan)理領(ling)軍人才(cai)培訓,提升中(zhong)小企(qi)(qi)業(ye)經營(ying)管(guan)理水平(ping)。健全寬(kuan)容(rong)失敗的有(you)效保(bao)護(hu)機制,為(wei)企(qi)(qi)業(ye)家(jia)(jia)成長創造(zao)良好(hao)環境。完善(shan)人才(cai)待(dai)遇政策保(bao)障和分類評價制度。構建(jian)(jian)親清(qing)政商關系,推動企(qi)(qi)業(ye)家(jia)(jia)參與制定涉企(qi)(qi)政策,充(chong)分聽取企(qi)(qi)業(ye)家(jia)(jia)意見建(jian)(jian)議。樹(shu)立優秀企(qi)(qi)業(ye)家(jia)(jia)典型,大力弘(hong)揚企(qi)(qi)業(ye)家(jia)(jia)精神(shen)。

(四)支(zhi)持(chi)(chi)對外(wai)(wai)合(he)作與交流。優(you)化(hua)(hua)海(hai)關(guan)流程(cheng)、簡(jian)化(hua)(hua)辦事手續,降低企(qi)(qi)(qi)業通(tong)關(guan)成(cheng)本。深化(hua)(hua)雙(shuang)多(duo)邊合(he)作,加強(qiang)在促進政策、貿易投資、科(ke)技創新等領(ling)域的(de)(de)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業交流與合(he)作。支(zhi)持(chi)(chi)有條件(jian)的(de)(de)地(di)方建設中(zhong)外(wai)(wai)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業合(he)作區。鼓勵中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業服務(wu)機(ji)構、協會等探索在條件(jian)成(cheng)熟的(de)(de)國(guo)(guo)家和地(di)區設立“中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業中(zhong)心”。繼續辦好中(zhong)國(guo)(guo)國(guo)(guo)際中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業博(bo)覽會,支(zhi)持(chi)(chi)中(zhong)小(xiao)(xiao)(xiao)企(qi)(qi)(qi)業參(can)加境內外(wai)(wai)展覽展銷活動。

七、強化組(zu)織(zhi)領導和統籌(chou)協(xie)調(diao)

(一(yi))加(jia)強(qiang)支持(chi)和統籌指導。各(ge)級(ji)黨委和政(zheng)(zheng)府要(yao)認真貫徹(che)黨中(zhong)央、國務(wu)院關于(yu)支持(chi)中(zhong)小(xiao)企(qi)業(ye)發(fa)展(zhan)的(de)決策部(bu)署,積極采取有針對性的(de)措施(shi),在政(zheng)(zheng)策、融資(zi)、營商(shang)環境等方(fang)面(mian)主動幫助企(qi)業(ye)解決實際困難。各(ge)有關部(bu)門要(yao)加(jia)強(qiang)對中(zhong)小(xiao)企(qi)業(ye)存在問題的(de)調研,并按照分(fen)工(gong)要(yao)求(qiu)抓緊出臺解決辦法,同時對好的(de)經(jing)驗(yan)予以(yi)積極推(tui)廣。加(jia)強(qiang)促進中(zhong)小(xiao)企(qi)業(ye)發(fa)展(zhan)工(gong)作(zuo)(zuo)組織機構和工(gong)作(zuo)(zuo)機制(zhi)建設,充分(fen)發(fa)揮組織領導、政(zheng)(zheng)策協調、指導督(du)促作(zuo)(zuo)用,明確部(bu)門責任和分(fen)工(gong),加(jia)強(qiang)監督(du)檢查(cha),推(tui)動政(zheng)(zheng)策落實。

(二)加(jia)強工(gong)作督(du)導(dao)評估(gu)(gu)。國(guo)務院(yuan)促進(jin)(jin)中(zhong)小企業發(fa)(fa)(fa)展(zhan)(zhan)(zhan)工(gong)作領(ling)導(dao)小組(zu)辦(ban)公(gong)(gong)室要加(jia)強對促進(jin)(jin)中(zhong)小企業健康發(fa)(fa)(fa)展(zhan)(zhan)(zhan)工(gong)作的督(du)導(dao),委(wei)托第(di)三(san)方(fang)機(ji)構定期開展(zhan)(zhan)(zhan)中(zhong)小企業發(fa)(fa)(fa)展(zhan)(zhan)(zhan)環(huan)(huan)境(jing)評估(gu)(gu)并向社會公(gong)(gong)布(bu)。各地方(fang)政府根據實際情況(kuang)組(zu)織開展(zhan)(zhan)(zhan)中(zhong)小企業發(fa)(fa)(fa)展(zhan)(zhan)(zhan)環(huan)(huan)境(jing)評估(gu)(gu)。

(三)營造(zao)良好輿論(lun)氛圍(wei)。大力宣(xuan)傳促進(jin)中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)發(fa)展(zhan)的方(fang)針政策與法(fa)律法(fa)規,強調中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)在(zai)國民經濟和社(she)會發(fa)展(zhan)中(zhong)(zhong)的重(zhong)要(yao)地(di)位和作用,表(biao)彰(zhang)中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)發(fa)展(zhan)和服務(wu)中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)工(gong)作中(zhong)(zhong)涌現(xian)出的先進(jin)典型,讓企(qi)(qi)(qi)(qi)業(ye)有(you)更多獲得感和榮譽感,形成有(you)利于中(zhong)(zhong)小企(qi)(qi)(qi)(qi)業(ye)健康發(fa)展(zhan)的良好社(she)會輿論(lun)環境。
